My First Pet Stuff not installing properly on XBox One

I purchased and downloaded My First Pet Stuff on my Xbox but the content is not showing up in my game. On the launch screen the MFPS icon is green and white like the other packs I own, but when I hover over it, it says “Download to use”. I checked on the Microsoft store and it says it is installed. I looked at Manage Games and Add Ons for Sims 4 and it is listed as both installed and ready to install. I tried uninstalling and reinstalling but that didn’t work. I already own Cats and Dogs which is installed, so that is not the issue. Please help! I have paid for a game and can’t use it!
