The Plumbob Celebration sale price isn't showing up on the PS Store for me. Is it only happening on my end? I'm in Japan.

As the EA app and PlayStation use different storefronts, you may sometimes see sales available on one platform but not the other. You can keep an eye on the Deals section of the PlayStation store for sales specific to PlayStation.
