Sim wont get promoted

My sim has started the astronaut career track. She already has level 10 athletic and level 8 logic. Despite doing the daily task and her being in a good mood, she will not be promoted. I have also tried this career track with two other sims and I had the same issue despite fulfilling the job requirements. 

I don't have any mods or packs- I am playing vanilla Sims 4.

I have tried uninstalling and reinstalling, clearing the cache, as well as creating a new game. Nothing is working.   

This has to be a bug, right?
