Sims 4 Data Incomplete Xbox
So i tried to continue a saved game and it stated “game data incomplete” basically saying that I don’t have the packs, but I do. They are installed in my system yet the Sims is saying that they aren’...

This does sound like you have a corrupt save game, which we unfortunately wouldn't be able to restore since these save files are stored locally to your console.
If you can load your game to the Manage Worlds view, you can upload your family into The Gallery and move them over to a new save file so you don't lose any households you were playing with- however any relationships outside the family and any items in their inventory would be reset.
