Thanks, were you previously playing the EA Play version of The Sims, or do you own the base game on your account?
Have you tried downloading the base game for free from the Xbox store directly on your console?
@EA_Solaire Thank you, that worked. It’s saying i don’t own the Back to work pack now though. I was given that for free a while ago, and it says its installed. The game isn’t recognizing that though & is removing items from that pack from my game.

Get to Work is included with an EA Play membership, that's why you were seeing it for free on your account. If your EA Play membership has just expired, you won't be able to access that pack anymore unless you either renew the membership or purchase Get to Work.

@EA_Solaire Here’s the crazy thing though— i didn’t have an ea play membership this entire time. I paid for one month of ultimate game pass two and half years ago— and that was it. My membership has been expired. I still got the free pack after that. And it’s only just now being removed from my game, when I have not been paying for a membership these past two years. I don’t want to suddenly have to pay for a game i was given for free (Get to work), because EA Play glitched (I’m assuming) and decides i need to renew a membership two whole years after the fact. Was there an update that involved fixing this issue and that’s what’s causing this or what?

EA Play is included with Game Pass Ultimate, so that's how you received the membership- are you certain your Ultimate subscription has been inactive? Please look over the subscriptions and transaction history on your Xbox account.
Were you game-sharing an Ultimate subscription?
