Sorry this is no answer, but more of a me too reply. When trying to launch Sims 4 yesterday on our Xbox One, we got a message "Please log in with the account used when buying this game". We've not bought this specificly but we got an EA access subscription.
Strange thing is now when I log in to EA access and check listed games, Sims 4 is not in the list anymore!!
If I visit EA access without logging in, Sims 4 is still listed and said to be part of the available games.
Is EA now planning to remove Sims 4 from EA access?
Mine is doing the same thing, i tried to uninstall the game and went to redownload it and found it there but it doesn't give me the option to install it just to buy it.

Did you buy the game in the Xbox Store or was it granted by EA Access?
If you bought the game, are you using the same account that you used to buy it when trying to download it?
If you got it via EA Access, do you still have an active subscription to EA Access?

I'm having a similar issue. I just recently got EA Access and Sims 4 is not showing up in vault.

Do you work for EA? If so, then you should know that you all removed this game from EA Access vault in the new app that became effective Jan 15, 2019 but continue to still 'FALSELY ADVERTISE' it as part of the EA Access.
