Is there anything blocking access to the hot tub? Have you tried replacing the hot tub?
Have you tested this with any other households or on any other lots?
@EA_Solaire The answer to all those questions is "no".
I did some more testing last night, and I did finally get it to work, but I had to select the option several times before it would "take". I tried it again later, and same thing, it kept failing over and over until it randomly worked.

Try replacing the hot tub please and let me know if that helps, if not please test this on a few different lots and different save files as well- let me know how you get on!
