So the packs show as installed, but the content of the packs aren't showing in-game? Let's give a few steps a try.
- On the Xbox One Home screen, press the Menu button
- Choose Manage Game
- Uninstall everything but the game itself
- Once that's done, power off your Xbox One completely, wait 2 minutes, and then restart it
- Go back to Manage Game for The Sims 4
- Choose Install all, and confirm with Install on any pop-ups, then wait for your downloads to finish
- Power off your Xbox One again, restart, and launch The Sims 4
