Even though iCloud Drive stores your Documents folder in the cloud, it also keeps it local so the game still thinks the user data is stored on the machine in the Documents folder. When your internal storage gets too full it will keep pushing the contents of your Documents folder to the cloud where the game doesn't look, thereby creating a new Electronic Arts > The Sims 4 folder every time.
I had already tried this before... My sims is still not recovering the saves though
Do you have any other ideas or options?

Let's double check their exact location. Please could you click on your saves folder once to select it then go to File > Get Info. Under the General > Where section near the top of the info window please copy and paste the location of your saves folder here.
