Apothecary & Brew Potion not populating inventory to craft

I am having an identical issue where my inventory to make cures AND potions does not populate. Sometimes it will say 0 / 2 or 1 / 2 but there is always enough in inventory.  I am the right skill level, I have replicated on a new save,, deleted all mods, uninstalled with a new sims 4 populated, done all the things.. I am currently running bare bones  But the issue persists. I got some help through discord to troubleshoot and was sent here. 

if you need more info dont hesitate - I am a new player and still learning the ropes!
