CAS Issues After January 29th Update/Patch

After the update / patch on January 29th my cas traits stopped showing up when I tried to start a new save. I initially thought my mods and cc had something to do with it now im not sure that mods and cc are the cause. I took out all my mods and backed up all my saves, repaired, and even uninstalled the game and re-installed it. After I reinstalled it without any mods the slots still didnt show up. Can someone please help!
