New expansion won't properly install

Launcher thinks expansion is installed; game thinks it isn't.

I recently purchased the Businesses & Hobbies expansion. I installed it, using the usual method of letting it install in the background while I played. When it finished installing, it offered to restart then said it wasn't allowed to (I was in create a character). 

I have tried the following:

• restart the game
• repair
• uninstall then reinstall add-on
• reboot machine
• uninstall then reinstall the entire game

Before I restarted the sims, the map from the expansion showed up greyed out in manage world (mouse-over said it would be available upon install). Upon restart, I got the little popup preview new expansion dialogue with the picture on the left and the features that you can page through for a few screens. After sims reinstall neither the greyed out neighborhood nor the popup preview appear. To be clear, the ea app very much thinks the expansion is installed.

I'm sure there's a config file somewhere that didn't get updated when it couldn't restart the game from the create a character screen, but I don't know which file it is; I would love it if someone would tell me which one I should be playing with.
