All building on lots are disappearing, how to fix?

I initially thought it was due to corrupt or out of date mods, but even following the removal of these all mods and cc, i am still having disappearing building and lots returning to base, also not ale to place wallpaper? or able to move households without error codes appearing. I think it may be related to residential rentals but who knows.
