Application Control Policy has blocked this file - error upon launching

Whenever I try to launch TS4 through either the EA App or Steam, I get this error.

I have tried uninstalling and have then reinstalled, EA App, Steam and The Sims 4 itself.

I have turned off my firewall and the error still persists. 

Does anyone have any ideas?
