Baby/Infant milestone glitch is back

Hello All, 

I started playing my sims again after the latest update. I noticed while my infant was on his play mat, his little thumbnail and body would start lighting up and the milestone music played. However, he never received his milestone. The animation repeated several times before I was able to get my adult sim to pick him up and move him to the crib. I have removed the play mat and will play this family again to see if it will happen again. 

I don't have any mods in this world, but I did use CC wallpapers if that makes a difference. All packs and kits before life and death.
