isadorak1 It's not as good because the graphics chip is not as good. The seller is also being somewhat dishonest in saying that a Ryzen 5 3500U beats an i5-1135G7. I'm sure it does on some benchmark somewhere, but the latter is faster in general, and more importantly for Sims 4, it has a faster graphics chip. Since the iGPU is the limiting factor here, that matters a little more than having 16 GB RAM.
It should also be noted that the 3500U was released at the beginning of 2019, so it may not get support for as long as the CPUs in the laptops I linked. And this particular seller has an alarming number of one-star reviews as well.
While 8 GB isn't ideal for Sims 4, it's not fatal, and some laptops can be upgraded later. But if you do want 16 GB now, you're going to need to look at the used market. I can help with that too if you like. The problem is that you're also either looking at very old hardware from established sellers, or newer hardware but from random individuals or Marketplace vendors. There isn't enough of a discount from proper sellers to bring the 16 GB models into your price range, at least not at the moment.
If you're interested in third-party vendors on an established site, I wrote this post just now for someone else with the same budget:
