AntiSocialGraces Does this happen on all lots, or just one or a few? Please test on at least one previously-blank lot; you can start a new save if you want. I realize that this would be tedious considering how long it takes for the problem to occur. But you can save your build to the in-game Library (and save often) and later place it in one of your main saves, so your work doesn't need to go to waste.
This is also similar to or perhaps the same as a known bug, although my impression is that the problem usually shows up sooner in the process of building:
