I think the processor may be too slow but I was hoping someone with more expretise could say definitively? Much obliged for any advice.

You may be able to tun The Sims 4 with medium-low settings, please note that you GPU is not very powerful and it's kinda old. Make sure your graphic drivers are updated:

You should be able to play The Sims 4 on high settings with that PC. Keep in mind that the GTX 1050 is not the most powerful GPU from NVIDIA, but it should be more than enough to play The Sims 4 decently.
This will run the Sims 4 very well on even the highest setting and most other games on at least medium settings.
If you want to save a little money you can look for a PC with similar specs but an i5 processor (7th generation) instead. The major bottleneck are not the CPU (when talking games) but the graphics card which should be a stand alone card such as the GTX 1050, or a similar AMD card. If you can spring for a 1060 or higher card all the better but for the Sims 4 you wont really see a benefit.
