Cannot Download Maker Packs from Marketplace

puzzlezaddict So, I deleted the TS4 folder (game closed). Restarted the computer, and loaded the game. The two .dat files were created with no .bpf file. Tried to download one pack, same issue ocurred, download fails.
I went to the EA App, and tried to uninstall one of them - but nothing happened. I pressed "Uninstall", but there was no response. If it helps, all kits were bought in Steam.
