ruinxnds The link2ea program is part of the EA App, so please repair the App. Download a fresh copy of the App installer and run it; you should get a message that it's already installed and be offered the option to repair it instead.
If that doesn't help, uninstall and reinstall the App with Revo Uninstaller (the free version is fine). Use the Advanced scanning method when asked, and restart your computer before reinstalling the App.
When you want to play, open both Steam and the App first, and make sure they've both loaded fully before launching Sims 3 through your Steam library.
