CC shoes are worn despite no shoe rule

How often does the bug occur? Every time (100%)
What is your current game version number? 1.68.156.1020
What expansions, game packs, and stuff packs do you have installed? All except for Realm of Magic and Journey to Batuu
Steps: How can we find the bug ourselves? Have any kind of custom content shoes and set the shoe rule to, "barefoot"
What happens when the bug occurs? Anytime the barefoot option is used, Sims will be wearing a random pair of cc shoes for every single clothing option
What do you expect to see? I expect to see my sims not wearing any kind of shoes
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Anytime I have the rule, "barefoot allowed" in a household, my sims (mostly child sims) will be wearing a random pair of custom content shoes. I do NOT have the high definition foot mod, just shoes. I really don't want to have to uninstall every single pair of shoes in my game.
