It has as good a processor and graphics chip as you'll find in that price range, at least outside of Black Friday sales. The graphics chip is capable of running Sims 4 on medium-high to high settings with all packs installed, although ultra settings is probably not feasible. It also has 16 GB RAM, which is very nice to have for multitasking purposes, if not strictly necessary for Sims 4; and 512 GB storage, which is likewise not necessary for the game itself but will give you more room for other data.
If you don't like this one for one reason or another, these laptops have the same or an equivalent processor and graphics chip and should therefore have the same performance:

These all have only 8 GB RAM, which is still fine if not ideal. Only the last two have 512 GB storage, with the other having half that. Since they're all in the same performance category, you could choose based on factors like screen size or weight, or even aesthetics.
The best prices are at Walmart right now, at least in this category, but if you don't want to shop there for one reason or another, these two are viable options as well. The first has 12 GB RAM, and they both have only 256 GB storage.
