Game screen flickering when playing in Fullscreen mode with DirectX 9

For a little over a month now, I have been experiencing an issue that makes it impossible to play The Sims 4 in Fullscreen mode while using DirectX 9.

Whenever I select Fullscreen mode with DX9 enabled, the game screen begins to flicker continuously. The issue only stops when I switch back to Windowed Fullscreen mode. Interestingly, this problem does not occur when using Fullscreen mode with DirectX 11.

I prefer using DX9 for performance reasons, as I get significantly higher FPS compared to DX11. However, I would still prefer to play in exclusive Fullscreen mode, since it generally provides slightly better performance than Windowed Fullscreen mode.

I have already ensured that my graphics card drivers are up to date, but the issue persists.

System specifications:

  • CPU: AMD Ryzen 5 3600
  • GPU: NVIDIA GeForce GTX 1650 4 GB
  • RAM: 32 GB DDR4
  • Storage: SSD
  • Graphics driver: Latest version available

Steps to reproduce:

  • Launch The Sims 4 using DirectX 9.
  • Set the display mode to Fullscreen.
  • The game screen begins to flicker.

Switching to Windowed Fullscreen stops the flickering. The issue also does not occur when using DirectX 11 in Fullscreen mode.

  • SimsTime​  Are you using the game's fps limiter, or one from outside, and if the latter, what settings have you imposed?  They'd need to be for TS4_DX9_x64.exe, of course.  One approach that helps with other older games at times is setting an fps limit for one lower or one higher than the refresh rate of your monitor, especially if vertical sync isn't making a difference.
