Steps: How can we find the bug ourselves? Run a vet clinic.
What happens when the bug occurs? Children will spawn as "Pet Owner" at the vet clinic. Because they are children they cannot interact with the check-in machine nor can we actually treat their pet.
What do you expect to see? No Children bringing pets to the vet.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
I have had this happen many times and I have to use MCCC to force the children to leave the lot. They can't be interacted with for the vet clinic purposes but they show up with their sick pet.
