It's an EA App issue that should be addressed sooner or later, hopefully sooner given that it's affecting a lot of players with pre-orders.
In the interim, you can try deleting the folder for EBN and reinstalling it. Close the EA App and kill the EABackgroundService in the Task Manager's background processes list. Open [install location]\The Sims 4, here by default:
C:\Program Files\EA Games\The Sims 4
Delete the EP19 folder, then clear the EA App's cache:

and reinstall the pack, which you can do via Sims 4 > Manage > Manage add-ons.
