AlyKat16 One thing that might help on your particular hardware is only allowing Sims 4 to access your processor's P cores. You can choose which cores a given process is allowed to use in the Task Manager's Details tab. Right-click TS4_x64.exe and select Set affinity, then select the cores you want the game to use. Your CPU has eight P cores, likely options 0 to 7, and sixteen E cores.
You can experiment with different core configurations as well if you want. Four cores is more than enough for the game, and in fact before DirectX 11 mode was introduced, it could only use four cores at all.
