Your dxdiag lists a crash from McAfee and more crashes from what might be a component of TotalAV. Are you running both at the same time? If so, please get rid of one—they're more likely to break things competing with each other than they are to protect your computer. When you've done so, repair the game (EA App > Sims 4 > Manage > Repair OR Steam > Sims 4 > Properties > Installed Files > Verify integrity of game files) to restore any blocked or quarantined files.
The fact that there are no crashes in the Reliability Monitor generally means the program in question is being blocked from starting rather than crashing. But it's almost always true of this particular error, and in some cases at least, it appears the game can't detect some resource it needs (often because that resource is missing) and silently exits instead.
I would also suggest updating your graphics driver, which is from 2021. You can get the newest driver available from AMD here:
Run the installer as an admin: right-click the download and select "Run as administrator." Restart your laptop afterwards and before trying to play.
