Your dxdiag shows that the EA App is crashing, so I'd try uninstalling and reinstalling it, first the regular way, then with Revo Uninstaller (the free version is fine) if that doesn't help.
Your dxdiag also shows that the Windows USB 3 driver is crashing. This is probably not serious—clearing it up is often as simple as disconnecting all your USB 3 devices and restarting the computer. But if one of these is involved when you try to play Sims 4, it could in theory trigger the error.
Finally, your dxdiag shows that your C drive is very low on free storage, so please try to clear up another 15 GB or so, for a total of at least 25 free. While a lack of space doesn't typically cause this error, it can cause a variety of system issues that in turn could affect the game.
