@fluttershy545356  The first post contains every suggestion I have for solving this issue.  If none of them worked, not even the new admin Windows account, then I don't know what else to tell you.

@natika247  I've merged your posts with the master thread for the "already running" error in Windows.  Please see the first post on page one.
