[CURRENT ISSUE] Sims 4 Unable to Start, Game Data Missing or Damaged

Need help. I downloaded Sims 4 from Steam and ea and both give me the same error code when opening. States that its missing data, i don't use mods and can't use origin as i'm on a pc. I have tried to uninstall it and reinstall it, I've tried to repair it on the ea app. I've made sure all the downloadable content is downloaded. and my pc exceeds the requirements to run the game. I honestly just don't know what else to do cause I've spent hecka money on this game and want to be able to play it again
