@chariharris2 Then uninstall the game and the EA App, as described here:
It's important to use Revo and to reinstall to a different location. If you do use a third-party antivirus, and please check the Windows Security settings if you're not absolutely sure, disable it while reinstalling and the first time you try to launch Sims 4. As long as you don't do anything else at the same time, your computer should be safe.

I think I have figured out my issue. previously my game was reading from an external drive D, but I tried switching from an old external drive to a new one and its still trying to read the old external drive. any ideas on how I can fix it to read the new drive E?

@chariharris2 Do you mean the game is installed on D, or your user folder is supposed to be on D? Either one is fixable, but the approaches are completely different.
