hiisuiix This error is usually antivirus-related. So please set exceptions in yours for TS4_x64, TS4_DX9_x64, and TS4_Launcher_x64, or the entire Bin folder they're in. Set an exception for EADesktop.exe as well.
You may need to repair the game (in Steam, select Sims 4 > Properties > Installed Files > Verify the integrity of the game files) before setting the exceptions.
If this doesn't help, disable your antivirus, temporarily of course, repair the game again, and try to play. If it works, reenable the AV and set the exceptions above before opening Sims 4 again.
