Try renaming the The Sims 4 folder in Documents, see how the game runs, it will be clean. If it's gone, move your folders over and see what causes the issue.

Delete this file:
Documents\Electronic Arts\The Sims 4\localthumbcache.package
It will be created automatically next time you start the Sims 4.
Thanks for your replies but it turns out that I was looking at the Documents folder under OneDrive instead of This PC.
