Now that this thread is old, and still no answer about this has come up, I have decided to just stick to using the Sims 4 on my Laptop. I have moved all of my mods to it, and it is working well for saying it's portable.
I'm sorry to those that may have the same problem as me, and came here looking for a answer. Maybe one of the above replies have the answer for you. Who know?
I haven't accepted any of the replies as an answer, as well, I still couldn't get mine game working. I'm not saying they don't know, it's probably just rare for something like this to happen, so no one knows.
Trust me, if I find out a fix for this I'll come back here to share it with everyone.

Sorry to hear it but you need to understand that your problem is related to broken Windows system in your computer - not to the game - and better help you will get on Microsoft forum where you can find computers specialist.from Microsoft.
