Disappearing households between worlds

I am having a very frustrating issue.  When loading the game and looking at my households several are just missing.  If I load the different households sometimes I can find them, now I can't.  I save my game every time, so I don't understand what is happening.  It's like these households never existed.  I have tried restoring past games and that has not helped.  Any help would be appreciated!
