cotton16 Sorry for the late reply. Your dxdiag shows that Paint.NET is crashing a lot, which shouldn't have anything to do with this issue, but it's worth uninstalling and reinstalling the program anyway, and making sure it's not running while you're trying to play Sims 4.
How exactly did you uninstall the EA App? If it wasn't with a program that removes hidden files, e.g. Revo Uninstaller or Piriform's CCleaner, please do so now.
If that doesn't or didn't help, try putting the App in offline mode before you launch Sims 4. This would cut off your access to the Gallery but not otherwise impact your game.
