I have this issue and I disabled my mods. I also restarted the computer, restarted the EA app, logged out and logged back in, AND I went as far as to check the game files to physically see that the pack was installed. Yet when I open the game it is as if the pack does not exist.
So I actually discovered a solution. Clear the EA app cache. I did and reinstalled everything and it worked.
