Error: Won't allow me to open game at all.

Have played Sims 4 a year ago and had no issues.
I reinstalled it 2 days ago and it does not want to work.
It doesn't even want to open.
Everytime i start it it says that its doing its first startup and installing originthinsetup or something like that.
Origin is installed, i have reinstalled it countless times too.
Then it crashes and pops up saying i am missing files or need to repair.
I have repaired more times then i can count, and i have reinstalled it multiple times.
all files are successfully validated on steam. 

Always get the following message:

Unable to Start:

Cannot Start because game date is missing or damaged. If you
have mods installed please remove them and try again. If not,
please repair or reinstall the game via Origin.

I have turned off antivirus, reinstalled, uninstalled entirely, restarted and redownloaded/installed again.
All my drivers are up to date, Windows is up to date. all software is up to date.
I didnt have these issues a year ago, and now it is beyond a joke.
