Game Crashes on Launch when using steam and/ the EA App

Product: The Sims 4
Platform:Steam-PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Current
What expansions, game packs, and stuff packs do you have installed? All of them.
Steps: How can we find the bug ourselves? Try opening the game via Steam
What happens when the bug occurs? The game immediately crashes
What do you expect to see? The game to actually work
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

This is ridiculous it's been a month and I can't launch my game from steam or the EA App. Everytime I try to launch the game it immediately crashes and than reopens the EA app only to crash again and repeat the cycle over and over again.

    @rashygrillcook  I'm still around.  Your dxdiag shows that the EA App is crashing, or rather the installer, so perhaps it's trying and failing to update.  So please uninstall the App with Revo Uninstaller (the free version is fine), and use the Intensive scanning method.  Restart your computer before reinstalling the App.

    You can also try running the App as an admin: right-click the desktop shortcut and select "Run as administrator."  Launch Sims 4 from within the App only after the App itself has fully loaded, or let me know if it still doesn't load properly.

    If this doesn't help, please describe what happens when you try to play.  If you get an error message, please post a screenshot.
