Ad1na5 Intel offers a slightly newer driver for your graphics chip, so try installing that:
Run the installer as an admin: right-click the download and select "Run as administrator." Restart afterwards and before trying to play.
If that doesn't help, please let me know what world(s) and lot(s) you're playing on, and whether the game runs better in one of the base game worlds. You can test with a new save if it's easier.
Installed the drivers and restarted the game, still the same problem. My Current household is in Innisgreen on the 20x20 lot called Crannamor Residential.
