I was literally just coming on here to say that. It freaked me out to think I was the only one having this problem, but maybe I'm not.
Unqiuely Frodo7077 Please clear the EA App's cache:

Restart your computer, login to the App again, and see whether your packs are present. If not, please check your Order History on ea.com, with the same email address you use to login to the App, and let me know whether your owned packs are listed there.

I cleared the cache, as well as redownloading the entire game, yet my packs still aren't there. In the EA app it says that they're installed, but when I actually boot up the Sims the packs say 'download to use', which I would love to do, if they weren't already installed lol. My order history also says that they've been purchased.

This exact thing is happening to me right now. I dont mind if I need to restart game plays. I do not want to purchase the packs again. I have redownloaded, restarted, cleared cache, literally everything and all my game packs are gone. In add ons it says that they are installed and downloaded but when you open the game it says it is not.

I'm not sure if this fixed it, or if this was just a stroke of luck and it fixed itself and I didn't realize, but in the EA app I clicked on the 3 dashes at the top left of the screen, clicked Help, and instead of clicking 'App Recovery' I clicked 'Restart App'. I waited for EA to boot back up and went to my packs which I can now download. It'll take a few hours or more for all of my packs and things to HOPEFULLY be back in the game, but I figured I'd share just in case it'd fix the problem for you too.

Frodo7077 You might benefit from that link too, if only to ensure you don't have two copies of Sims 4 installed and taking up extra space on your computer.
