Thanks for the response, but unfortunately I already had it in those settings before I tried everything (as in picture), but if I am doing something wrong please let me know. Also my computer is up to date, it updated this morning.
My computer just came with an update, let me do it and see if it helps quick.
I see @kreatora made a typo, make sure to update (not edit) you drivers for the GeForce card:

Because it does not look like the game's fault, it may be some system problem.You have a i7-8550U, the U stands for Ultra-Low-Power-Modelle. That is nice for a laptop, but bad for gaming because if the system is not detecting The Sims as a heavy task the CPU will clock with 1.8Ghz. Disable all Windows energy saving features.
Check also whether your system has any problems that may not have been shown in DxDiag
