I had The Sims 4 installed via Origin(now EA). It had worked. I bought The Sims and The Sims 2 on Steam, and it automatically installed a second The Sims 4. Wanting to make things easier, I uninstalled The Sims 4 from the EA app, installed from Steam, and linked both accounts when booting the game. Now I keep getting the error in the picture. How do I fix this? Please note, I have removed all Sims 4 folders from the original install location, changed the EA app install location so it would recognize the Steam install, and still get this.
How do I fix this?
locke_stryfe You're the third person I've seen with this issue after buying Sims 1 and 2, although the others didn't already own Sims 4. So I'm trying to gather some info. Please let me know what country you're in. If you use a VPN, try disabling it.
Additionally, try again to launch Sims 4, through Steam, and when it fails, please create an EA App error report, as described here:

Post the report ID in a reply here, and I'll send it on.

Came across lockes' post, i ended up writing my own forum post however, as you've pointed out i downloaded sims 4 with the purchase of the Legacy Edition.
Never owned Sims 4 before and also running into the same issue.

I have the same problem. I bought Sims legacy edition through Steam. Sims 1 and 2 works well since it doesn't need EA app. It was the first time I downloaded Sims 4. My Steam account is linked to my EA app. I did everything stated on this post. It's still not working. There is always a window "you don't have access" on my EA app. I'm in Canada.
