The Sims 4 errors in your dxdiag are pretty generic—they can happen because of anything from bad mods or custom content to a hardware problem. (I'm not saying your hardware has a problem, only that access violations really are that generic.) So if your antivirus isn't the issue here, another test would be to try playing in a new admin Windows account. Make it local, as in, don't link it to your Microsoft account or any email address. You'll be able to (try to) launch the game without reinstalling anything.
