Game wont start

I've been having issues with my game fully starting. When clicking on it, the screen will temporarily flash white and then display the message "Can't run The Sims 4 with the video card in this system. Please check that the video card meets the minimum specifications and that the latest video drivers are installed. {0e6d1221:1df4e8dc:80010000:000000}. This popped up after trying to install reshade, but since it has been deleted. I have a Zbook if that helps

I've tried: 
Uninstalling and reinstalling on both EA and Steam

Uninstalling the EA App

Uninstalling all mods

Changing TS4 to dx9

Changing graphics quality

Disabling AV

Using a VPN
