Get to Work expansion not working when in Game (PC/Steam)

Currently having an issue with the Get to work Expansion. I purchased it via Steam and confirm that Steam reports it is installed and the EA app also confirms that is is installed however it does not appear active in game.
The account was linked to Xbox however I did not have an active Sub to Gamepass Ultimate for the past few months. It has since been unlinked as of today. I do not have an EA play sub active. I have attempted multiple reinstalls of the game with no changes to the issue
