Going into build mode everything dissapears

So I made my sims and wanted to build them a house as one does and then when i click build mode the all widgets (idk what to call them tools??) dissapear like the game is still running and everything else works but i cannot build since all tools are not shown also if i go back into live mode its the same thing everything runs smoothly up until build mode i tested in my other saves everything works live mode traveling cas anything but build mode. Help? I have disabled all mods. I only use mcc wonderful whims and lumpinos relationship mod a few cas mods but like i said everything is disabled
