[GTW] Prisoners won't return to their cells at police station

So, I built my own police station almost completely from scratch, but when my sim tries to corral the prisoners back in their cells, it doesn't work. I've got one of them in, but with the rest, the game acts like they're already behind bars when they're not. I clicked on the three remaining prisoners to release them (because I thought I could put them right back in again), but my sim complains that she can't get to it. And a prisoner is standing right next to her.... >~< 

I made the cell with only the Impossible walls and the debug Locked Cell Door - Solitary Version. I looked up a little bit about the debug police station items, but I'm just lost. Does anyone know how to fix this? I'd be extremely grateful.

    Hm. Sounds kinda similar, but the prisoners are already out of the cells. I was only able to get one back in, but the rest are just bugged. Though what strikes as the weirdest thing for me is the fact that the game thinks they're still in their cells, but yet, the prisoners move around the precinct with no problem. I just don't get it.

    I'm not sure how it works. I'm wondering if the cells need to be in a specific location to be marked as cells.

    Well, if that's the case, then I'm not sure what to do. In my police station build, there's nowhere else I can really put the cells unless I rearrange the rooms.
