Handiness Upgrades not progressing - no cc

Sims begin Upgrading just fine, but the progress bar doesn't appear. The Sim doesn't ever stop upgrading, but keeps going forever, with the upgrade not completing. Resetting the Sim with the reset command doesn't help. Resetting the object through testingcheats doesn't either. Primarily this issue seems to affect all Laundry Day objects, but individual save files sometimes have issues with dishwashers or other appliances. Persists through different saves.

Game is run through Steam, with some of the Packs being loaded through the EA App, but even when running just through the EA App, the issue persists. All files have been reset and verified. 

No mods/cc of any kind installed.
