Help! New expansions not working, tried everything

I bought two expansion packs (via a CD key website, not EA app. Don't play on Steam). Added the codes which worked fine as usual, installed them. I've done this a bunch of times, no problem. When I first loaded the game, it gave me the 'new pack how-to' pop ups for both. However, both of the worlds are faded out and it won't let me access any of the content in game. All other packs are working fine.

I realise this is a fairly common issue, so I have read over a bunch of help topics and already tried the following:

• Repairing, clearing cache (many times)
• Restarting PC, restarting game
• Uninstalling the expansions and re installing via the add-on manager
• Checked that the relevant files are in the correct place (Sims 4 folder, like every other expansion that is working fine)
• Deleted the files from the folder and the installer folder and re-installed
• Uninstalled the entire game and re-installed
• Started a new game

Anything else I can try?? It's driving me nuts that the game clearly knows I have the packs but it just won't let me access them,
